Is this... a dermatology issue or an ophthalmology issue..?

There is something that looks like a water wart along the lower eyelid line below. Should I see an ophthalmologist or a dermatologist? It doesn't hurt, but sometimes I feel a severe foreign body sensation. ㅠㅠ
