Use eye drops for allergies?

I had a severe allergy in my right eye once, and the cause was due to cosmetics. Since then, I am very careful to keep cosmetics away from my eye area, but sometimes the swelling in my right eye doesn't go away and it itches a lot. The traditional medicine doctor advises against frequent use of eye drops or artificial tears because they can dry out the tear glands. What should I do?
